Add feedback banner on artifacts page

Proposal

Similar to Add feedback banner on runner admin page (#370855 - closed).

We are making layout improvements to the Artifacts page and we want to collect feedback from users about these changes. We are adding a banner to link to a Qualtrics survey to leave feedback.

We are selecting to use a survey rather than an issue to:

• narrow feedback to the Artifact page and usability topic
• eliminate maintenance associated with the free form comments in an issue

• Add a user callout feature by editing this ruby file and update the GraphQL docs by running this rake task
  • It's best to do this one milestone ahead of when we want to use the callout to prevent backwards compatibility issues
• Add the banner to the artifacts management page
  • Use the GitLab UI banner component with the promotion variant
  • Use the user_callout_dismisser component to handle permanent dismissal per user
• Add tests to check that the banner is displayed and dismissed correctly
