Instrumentation bugs - Source Code metrics

Background

Data team identified an issue with how these metrics were instrumented. All of them exist as all_time and 28d metrics but the calculation never gets past the actual timeframe as described here - #421957 (comment 1523233256)

Could the groupsource code team please look into fixing the following metrics:

1. usage_activity_by_stage_monthly.create.approval_project_rules
2. usage_activity_by_stage_monthly.create.approval_project_rules_with_target_branch
3. usage_activity_by_stage_monthly.create.approval_project_rules_with_exact_required_approvers
4. usage_activity_by_stage_monthly.create.approval_project_rules_with_more_approvers_than_required
5. usage_activity_by_stage_monthly.create.approval_project_rules_with_less_approvers_than_required
