usage_activity_by_stage_monthly.create.approval_project_rules calculated without time frame

Problem

usage_activity_by_stage_monthly.create.approval_project_rules is supposed to be a 28d metric, but I am suspicious that it is not being filtered on date. Please look into the underlying calculation to confirm if this is true.

Desired Outcome

The type of the metric is reflected in its yml file.
