Backend: Create a migration to update state and add metadata to existing catalog resources

Context

After adding state to catalog resources in #415289 (closed) and adding a service to scan a catalog resource repository for valid components in #415413 (closed), we need to update the state of existing resources to published when the resource repository has a valid component.

Proposed solution

Write a data migration that updates the state of existing catalog resources to published when the resource has a repository with valid CI components.
