Inaccurate failure message when no runners are online to pick up a scheduled job

Related to inappropriate email notification (when runner i... (#18873 - closed), when a job is scheduled to run, but all runners available to run the job are offline, the error message in the job log is confusing and inaccurate. The reason this job failed is because the runners were offline, it did not have to do with timeout limits.

Proposal

Update the alert text to be:

There was a timeout failure because there are no runners online to support this job. Check if runners are online or create a new runner.
