inappropriate email notification (when runner is offline)

hello,

I'm running scheduled jobs, however windows runner is getting offline pretty often (it's a separate issue).

when runner is offline, I think it would be the best error to say "hey, we wanted to run scheduled job, but no runner is online" (or something like that)

when looking at that, I have no clue what's going on
