New accounts in GitLab.com created with same email as deleted accounts are blocked
Summary
Customers on GitLab.com who self-delete their accounts and create new ones end up with the new account blocked.
We had an older issue where old accounts got blocked due to failed deletion, but now deletion and creation of new account are both successful.
