Add feedback component/link to generate tests

There's a UI pattern in #404272 (closed) for collecting prompt feedback in Snowplow. We should implement this in the sidebar for generating tests so that we can get some feedback about the quality.

We should also provide a textual link that points to our qualitative feedback issue - #408995 (closed)
