Remove azure specific vendored omniauth-azure-oauth2

Based on !117624 (closed) we'd need to review usage and remove the vendored version of omniauth-azure-oauth2. The removal should preceed a deprecation notice guiding users to the maintained version https://github.com/omniauth/omniauth_openid_connect that now has Azure related changes merged back in
