Add user tracking for manifest delete events

Context

This is a follow-up issue to #382568 (closed) where we decided to track manifest delete events without user information.

Proposal

Once Update JWT Claims with user information for the... (#394965 - closed) is implemented, we will need to update the manifest delete events with the appropriate user information.
