Error Budget: Analytics::DevopsAdoption::CreateSnapshotWorker timing out + failing

Problem

Analytics::DevopsAdoption::CreateSnapshotWorker is occasionally timing out (exceeding 300s) as well as failing, resulting in a spend in error budget.

Solution

Use the recently fixed check_objects_exist for checking the existence of code owners file. See: #394831 (comment 1378219748)
