Link breaks when design is archived

Summary

When a design is archived the url is changed. Unfortunately when a discussion thread continues on an archived design and a user is mentioned, the todo which is generated links to a broken page. We should update the todo link to the archived URL.

Per this comment, the design link is broken in all use cases, not just when referenced by a todo. As an example, while the design is not archived, if a user shares a link to the design in a comment, once the design is archived, the link within that comment no longer relates to the archived design.
