Work items discussions: Note controls

Acceptance Criteria

MVC 1:

• Delete note
• Edit note

MVC 2 moved to #391991 (closed):

• Copy link to note action
  • URL linkable from timestamp
• Report abuse
• Assign work item to commentor
• Always display the note controls action bar regardless of permissions (copy link should always be accessible even I don't have permissions to do anything else on the comment)
