Invite CTAs on Empty States

Empty states are great at orienting and giving context to new users.

Hypothesis: Role is indicative of early product usage. Certain roles may be limited in what they can do in the product. We can leverage role to prescribe and encourage users to invite their colleagues to explore/evaluate/adopt GitLab early.

This issue will be used to explore if there is an appropriate home for invite on each of the empty states

Tasks:

1. Audit empty states for each of the pages in the left hand nav
2. Where appropriate add/suggest locations to include invite CTAs to drive more invites

Ideas:

• Verify Empty state #389827 (comment 1260117250)
• Perhaps the editor too.
• Another place could be a MR without pipeline.
