Replace instances of the drag icons with the new grip icon

Description

In gitlab-svgs#341 (closed) we introduced a new grip icon to indicate the ability to drag and rearrange items in the UI. It was also discussed as to whether or not we need to support the current drag icons or simply deprecate them in favor of this new icon.

This issue will be to update the various instances of the drag icon for where we plan to replace those. This may only be some or could be all depending on the outcome of gitlab-svgs#341 (closed). If needed, we can promote this to an epic and create an issue for each specific instance.
