[Spike] Technical investigation and backlog organization to implement "Test settings" at group level

Description

JiHu is interested in implementing the Jira "Test settings" feature on group level #378982 (closed).

This is a duplicate of #213138 blocked by #213123 (closed). The testing feature of a lot of integrations is not working. We should create a sub-epic and organize all the work under &5033.

This will also require UX.

What do we have to do here?

1. Technical investigation. We should investigate what changes we need to implement the feature.
2. Backlog organization. We should create follow-up issues (backend, frontend, UX), organize the existing ones, or create sub-epics. Basically, we have to organize all the work to be done and clarify possible blockers.
