Spinner shouldn't appear when changing number of required approvals

What is the current bug behavior?
For GitLab Premium or GitLab.com Silver plans, a spinner is appearing below the approvers list when changing the no. of required approvals.
What is the expected correct behavior?
No spinner should appear when changing the no. of required approvals.
Steps to reproduce
- Navigate to General project settings
- Expand the Merge request approvals section
- Increase/decrease the no. of required approvals for any approval rule.
