Evaluate displaying groups, projects, and organizations separately or combined

Problem to solve

There are a number of places where we display groups and projects within the UI. Sometimes these are shown together and in other places, they are shown separately. This issue is to evaluate and design a more consist and/or intentional display of groups and projects.

Current screens:

Description Screen(s)
Admin projects and groups are shown as separate navigational pages
Global navigation they a shown as separate nav items
They exist as separate pages when viewing all. Projects are flat and groups are shown in a tree structure
Groups default page shows groups and projects in a tree view.
Shared projects tab is a flat list of projects. Shared groups are not currently shown but will be added in #371923 (closed) as a separate tab due to technical limitations
Global search only projects are shown
Admin Jobs shows projects with full path
User profile screen shows groups and contributed projects as separate tabs
Admin settings Projects are shown as a flat list with full path names
