Filter by runner owner
Release notes
Runner owners are now listed in the list of runners, but there is no way to filter down the list by a specific owner (project, group, or administrator). This feature now allows you to do so.
Problem to solve
You cannot filter by a runner owner right now, which can be useful to see all runners owned by x
project, group, or administrator

Intended users
User experience goal
The user should be able to filter down a list by a specific owner.
User story 1: As a platform engineer, I need to be able to locate a runner by the project or group they were created in, so I can communicate with the person responsible for managing the runner.
User story 2: As a platform engineer, I need to be able to locate abandoned runners (the project/group they were created in no longer exists), so I can remove the runner to avoid unnecessary cloud consumption costs.
Proposal
Add a new Owner
filter that suggests a list of owners to filter by based on the runners in the table.
