Health Status `not` filter option on issue list

When attempting to narrow down the scope of issues you need to review quickly, having flexible filter options is a game changer. In this release, we now have the ability to filter issues and work items using a not issue list filter for Health Status. This empowers users to quickly find records which are not on track as an efficient workflow.

Summary

In #218711 (closed) we implemented the ability to filter the issue list by Health Status. However we don't have the option to use the ≠ operator.

Proposal

We should allow the use of the ≠ operator when filtering issue list and board by health status.
