Enable users to filter for Health/ Status within the Issue list

As part of #212473 (closed)

When monitoring a team's work in flight, I need to be able to easily review and digest the current progress so that I can confidently report to stakeholders and leadership.

When reviewing a plan, I need to ensure that high risk items can be identified and continually monitored so I can validate and modify mitigation plans.

Intended users

• Rachel (Release Manager)
• Parker (Product Manager)
• Delaney (Development Team Lead)

Further details

Now that we have health/risk status live, we need to enable users to find and act on them quickly.

Proposal

• Replicate our current filtering experience in the issues list
• Add a Health filter option
• User can filter for None Any On track Needs attention At risk
