Improve the workflow for selecting timezone while creating a new schedule

Problem to solve
The form fields in the Schedule a new pipeline
page can be confusing for users, since it asks users to set the interval first and define the timezone as the next step. Also, the dropdown for the timezone appears disabled even though users can select a different timezone from the list.
Intended users
User experience goal
User should be able to work in the context of a timezone and it should be clearly presented to them if it can be edited.
