Profile page: move follower/following count to tabs

This issue is related to changes proposed in #23726 (closed)

Problem

Profile page looks cluttered and takes up a lot of vertical space. Currently some of the space is taken up by the line for following/follower count

Proposal

Move following/follower count to numbered tabs:

Current Proposed Description
