Render issue title in markdown when linking to issue comment

Proposal

As introduced with #15694 (closed) we now can render issue titles using the "plus" tagging. This behavior is only limited to bare issue links, however, and will not work if linking directly to a comment. See example: #368409 (comment 1091465655)

We should render issue titles using plus-syntax even when linking directly to comments.

Per #372880 (comment 1091619210) this rendering should only occur when the + is trailing the entire URL
