Allow customers to receive notifications from service desk issues after they are moved
With !25640 (merged) we did allow users to still create comments via email after a service desk issue got moved. After allowing email participants to be added to issues we do not take them into account after the issue is moved.
We could allow users to receive email notifications for a moved service desk issue by
updating issue_email_participants
, something very similar to !25640 (merged).
