Fix existing system notes for Issue task updates

In #368028 (closed) we migrated to a new format on system notes generated when checking and unchecking task list items on issue descriptions.

We need to run a migration to fix all notes that were created before !94136 (merged)

After wards we need to remove some overridden methods (#369923 (closed))
