Release notes

Since our notification emails about new issues, MRs and new comments contain almost all content that the website has as well, it is often sufficient to read the mails in order to come to an agreeing or disagreeing stance. To express that, it is however necessary to click the view it on GitLab

Proposal
Append something like <Upvote this> or <downvote this>
after the View it on GitLab
template section, with both options linked to a rather slim page that just makes the required API call, and states with just something like:

Intended users
Essentially everyone who often uses the email notifications. Particularly, this feature would highlight the emoji voting options and making them faster to use.
