Problem to solve

When I'm reviewing the accessibility report I want to create gitlab issues directly from the report so that data is in the issue, files referenced, etc. and the developer can quickly fix the future issue.

Proposal

After implementation of the full accessibility report there will be a view of all accessibility issues in the code base available. Being able to create a GitLab issue from this view that incorporates data from the report will cut down on the copy / paste errors of manually creating the issue.

We should consider how to call out already created issues or how to close stale issues if at all possible before taking this on so we're not just adding noise to the issue list.
