Allow non confidential work items under a confidential parent

Problem to solve

There are some scenarios where a work item under a parent item marked as confidential is OK to share.

For example, there may be an initiative to make pricing changes and improvements to the billing systems are being made to enable that. The improvements to the billing system themselves are not confidential information. The pricing changes are though.

Proposal

Allow for work items under a confidential parent to be marked as nonconfidential.
