`review-qa-smoke` is taking longer than before

We recently reduce the review-deploy duration from approx. 20 to 6-7 minutes by seeing the Enterprise license during the Review App deployments instead of after it (https://app.periscopedata.com/app/gitlab/496118/Engineering-Productivity-Sandbox?widget=6721130&udv=785399). The change was merged on 2019-11-4:

But then, at the same time, the review-qa-smoke job is now taking 10+ minutes where it would take 6-7 minutes before (https://app.periscopedata.com/app/gitlab/496118/Engineering-Productivity-Sandbox?widget=6729805&udv=785399):

My theory is that before, the license seeding was being long because running the Rails command was taking a long time, probably because the Review App wasn't actually started after the deployment, while now, the seeding is done as part of the deployment, so it's very fast, but it's now the review-qa-smoke job that has to wait for the Review App to be actually started.

The root cause of this slowness might be the same as for #36102 (closed).
