[🎨 Design] Allow users to enable & disable epic colors in the epic board

Follow-up from !90979 (comment 1011347242)

Proposal

• 🎨 Figma

In epic boards

• Add a Display epic colors checkbox to the "edit board" modal under View options as the last item in the list

In board epic and issue boards

• Change List options to View options
• Change the description text from Configure which lists are shown for anyone who visits this board to Configure the default view for anyone who visits this board

Stretch

• Change all description text to $gray-900 to better conform with Pajamas.
• Convert Open and Closed within the view options area to neutral badges
• Ensure font size and form spacing conforms with Pajamas (specs in Figma doc if logged in).
