DORA "Change Failure Rate" - Update the Tile drilldown with the new chart

Overview

To be consistent with Deployment Frequency and Lead Time tiles - users need a drill down link to the "Change Failure Rate" chart in order to understand the metric trend history.

Problem to solve

Today, clicking on VSA DORA's "Change Failure Rate" tile leads to the documentation page.

Solution

1. Link the "Change Failure Rate" Tile with the new "Change Failure Rate" chart - Add Chart for DORA Change Failure Rate metric (#357072 - closed)
2. Both for VSA Groups and VSA Projects.
