I think this is because of compound emojis made up of multiple characters

The Man Bowing emoji is a sequence of the 🙇 Person Bowing Deeply and :male_sign: Male Sign emojis. These are combined using a zero width joiner between each character and display as a single emoji on supported platforms.

possible solution

@eread suggests that it looks like we perhaps need to upgrade https://github.com/github/gemoji to 4.0.0.pre0 or later.
