Deprecate praefect's 'dataloss' subcommand partially-unavailable flag and change 'dataloss' subcommand's default behavior

Deprecation Summary

The 'dataloss' subcommand's default command behavior will show all repositories with full unavailable and partially unavailable replication status. And in the deprecation stage still keep a partially-unavailable flag for backward compatibility.
