Display full replication status by default in 'dataloss' subcommand

Currently the default behavior of praefect dataloss is to only output projects with an unhealthy primary. The -partially-unavailable flag must be passed to view projects with secondaries that have not fully replicated the repo.

Now that customers have used this command in anger for a while, Support has found that understanding the full state of repository replication is generally more useful.

Converting the default output to be the -partially-unavailable option, and adding a new -fully-unavailable flag to retrieve the old format would be helpful.
