Add tile to VSA for DORA Change Failure Rate

In the VSA Overview stage, a user can view the DORA "Change Failure Rate" metric.
Problem to solve
As a user I would like to know my DORA Change Failure Rate.
Once we implement DORA4: API support for Change Failure Rate - Ba... (#299407 - closed) this data is accessible but not in the UI.
Proposal
- Add a new tile to Value Stream Analytics called "Change Failure Rate" that polls the into from the DORA API.
- For the short-term only for group VSA.
- DORA metrics order is to match the order that DORA themselves use.
