Add tile to VSA for Time to restore service

In the VSA Overview stage, a user can view the DORA "Time to restore service" metric.

Problem to solve

As a user I would like to know my mean time to restore service.

Once we implement Project DORA Metrics API: Support "Time to rest... (#299096 - closed) this data is accessible but not in the UI.

Proposal

  1. Add a new tile to Value Stream Analytics called "Time to restore Service" that polls the info from the DORA API.
  2. For the short-term only for group VSA.
  3. DORA metrics order is to match the order that DORA themselves use.
  4. Key metrics order groups lead and cycle time; and puts issues, commits and deploys into the usual sequence order.
