Service Desk can not be enabled for Gitlab CE 14.8.0 or 15.0.0

https://docs.gitlab.com/ee/user/project/service_desk.html shows its available for all Tiers.

Upon researching the issue I found: #212332 (closed)

So I am confused. Is it suppose to be in core or not?
