Expose manual actions, retry path for deployment footer

In order to solve #25351 (closed), manual_actions and retry_path need to be exposed in the deployment footer in a performant manner.

It was exposed roughly to allow for work on the POC !18042 (closed), but it needs to be better refined.

This is a blocker for !18918 (merged).
