Once imported project do not show export button on trying to export
Summary
I exported project from 11.6.0 gitlab-ce version and imported to 12.4.0 version. pressing the "export project" button from setting-> general -> advance -> export project sends an email. but Export button do not show up. I upgraded gitlab-ce to 12.4.1 version and still the same issue.
Steps to reproduce
get exported project and upload to newer version of gitlab. and try to export it again. from email download is possible. but export button will not be appear on webpage.

Export button do not appear on the page, once export is generated.
What is the expected correct behavior?
apart from email, i suppose to see export button on the webpage.
