Add Shared Runner Duration to Usage Quotas page

Release notes

GitLab previously announced usage quotas for public projects but users did not have an easy way to see how many shared runner minutes their pipelines were using.

Now you can see your shared runner usage in your Usage Quota screen.

Problem

Users are reporting that they cannot access Analytics > Shared runners duration page on a group on Free plan. The whole Analytics menu item on the left side-bar is hidden.

This could be because the Analytics is a paid feature and we placed this information in there.

Solution

• Add the Shared runners duration under Usage Quotas page.
