[VSA] Allows user to switch between new and old backend

Background

• The backend that powers VSA is being updated to use the end date rather than the creation date.
  • This can be very helpful when determining "what items took long time to deliver"
  • It also performs better
• Users will be opted-in by default in %14.9.
• The old backend is going away in %15.0.

Task

How can users opt-in and out?

Constraints

• There is a preference to keep the setting on the VSA main page
• Switching between settings takes time (30mins?) and is not an action we want users to perform regularly
• This setting will be removed as part of %15.0

Care should be taken to make sure our solution tooltip and label combination is inclusive so everyone can contribute.

• Allow users to opt out of the new backend.
• After %15.0 it will no longer be possible to opt out.
