Say CHANGELOG is user-facing in Merge Request template for Dependency Scanning
Description
To reduce back and forth on CHANGELOG verbiage in MRs, the default MR templates for Dependency Scanning analyzer projects should be updated to add the following subtasks to the changelog entry added task:
* This is needed if there's a user facing change.
* It should describe what changes from a user perspective.Implementation plan
Add the above sublist to the changelog entry added task analyzers:
