[VSA][FE] Move the stage navigation below the filter bar.

Problem to solve

Some users confused how top metrics are calculated.

In feedback, a customer said: "In the VSA window it is not obvious to me how the metrics at the top of the window are linked to the numbers at the bottom, it seems disjointed (section in red verses section in blue)– see [Example Screenshot]". At least one other user has reported similar confusion, relating to how the stage navigation metrics are calculated given that they are above the filter bar.

Proposal

Move the stage navigation below the filter bar. (See the mockup.)
