Move pipeline usage quota out of settings

Problem to solve
Insight: The Usage Quota page is not discoverable and there isn't a good explanation for placing it under Settings since the data in it is non-configurable.
In #340593 (closed) the proposal suggests adding a link to the Analytics page, as a first step to making it more accessible. But users still have to perform multiple clicks to go look at the usage data.
