Make Group level Usage Quota page discoverable

🧩 Problem statement

The group level Usage Quota page is not discoverable and there isn't a good explanation for placing it under Settings since the data in it is non-configuarable. Consider moving the page out of the Settings, to a more discoverable location.

📝 Design proposal

Increase the discoverability of the Usage quota page by adding a link pointing to it in a more obvious location

Implementation proposal

• It was determined that moving the page out would be a larger effort so the MVC would be to add a link to the Usage Quote page to the existing CI/CD Analytics to the usage page.

Metrics/Measures of success

• We'd expect the number of users who view Group Shared Runner Usage on the Quota page on Gitlab.com to increase 50% within 60 days of release of this feature for general availability.
