Workspaces for Runners
Release notes
With workspaces coming in as a new feature, we will have to figure out how to migrate Runner components to that level, which sits beneath the instance, and above groups.
Problem to solve
Based on &4257 (closed), we will have a new concept called Workspaces
that lives between an instance
and group
. We should figure out how to migrate any Runner components over for workspaces before they become a defined feature.

See how many users share runners across groups (at the workspace level)

Be able to allow teams with workspaces to apply rules and configurations of runners for a workspace, aka across many groups.
