Problem to solve
Navigating large bodies of content is difficult, especially when you have several sections that are unique. Each of those has unique content which means that you have to specifically navigate to those sections to edit the content effectively.

User experience goal
Someone editing a document in the Content Editor should be able to click on an icon/button in the UI to display a list of all headers in the document in a hierarchical manner. This menu should also be accessible from a keyboard shortcut for even quicker access.

For the MVC here, we depreciate the dropdown variant and remove the experiment hiding the In Editor
