Detect when a Secure feature is being enabled and add more guidance on the MR page

Recommendation based on the UX scorecard:
Right now, the flow to enable a security features feels disjointed and even broken at some steps. The UI doesn't always inform the user about the current status or about what is going on. This leaves a lot of room for guessing and consequentially confusion.
Users may struggle particularly with:
- what to do on the MR page when there aren't clear next steps?
- where should the user go to see the results of the security scans and when?
We could detect when a Secure feature is being enabled through the MR and offer additional guidance on the MR page. Key areas:
- explain to users that they need to wait for the pipeline to finish
- after the pipeline finishes, where do they go to see the results?
