Improve the SAST promo banner on the Project Details page
Recommendation based on the UX scorecard:
The current banner has one CTA which links to the docs page explaining the feature. We should turn that into a secondary CTA (or link) and change the primary CTA so that it links directly to the configuration page for the secure features.
This would make the banner more actionable as it would direct the user straight to where they can start to configure the Secure features (or learn more in the docs).
